Initial Version :
-Every Country on earth now has the right population stats in the right states, except for South America.
-A lot of state borders have been modifier to better follow administrative divisions as well as allowing pretty borders
-57 states added, I tried to stay reasonable
-37 Vps added
-In general, building slots have been increased woldwide but no changes to the building count itself.
