- Change the Prince-Elector Mechanism. At the start, the Prince-Elector titles will be East Franconia, Swabia, Bavaria, and Ostfalen. Historically, prior to the publication of the Golden Bull, the Prince-Electors of HRE was held by the Stem Duchy.
Now the Emperor has the right to vote only when he is Coronated by the Pope or held the Prince-Elector Titles.

- Add a new Build New Patriarchal Cathedral Decision. If Unite the Hellas is completed, the Unifier can build a new special building in the capital and Vassalize the Orthodox Church.


- Add a new Encouraging Settlement of Saxons Decision. The Bulgarian or Serbian rulers could use this Decision to settle the Saxons on the territory and develop mines.
