Updated to fix the technology descriptions as well as the base functionality. FIngers crossed.

Duped TC's original Mod ID, so that this mod can be used to replace the vanilla version. (The original is set to bind to a saved game, and a save won't load without it available. With this change, the original can be deleted and replaced by this version, because with an identical Mod ID, the game sees it as a valid match.)
