[WOTC] Custom Loaded Ammo Pistols

Bug fix (well, more like fixing an annoyance)
- Removed Experimental Ammo as a requirement in effort to remove spammy popups whenever Experimental Ammo is completed

New feature
- Added a new config bool bHideIfAmmoNotMet (check XComGame.ini). Setting this to true will hide pistols in Engineering where required ammo is not available. Recommended to set to true if you prefer to not clutter your Engineering but the downside is you will not be able to see what pistols you can build until you have the ammo.

Misc
- Logging is now switched off

New features
- Ammo Pistols can now co-exist as both Mag and Beam tier weapons (they are all individual build) - I took careful measures to ensure that any weapons you have built will continue to work as expected
- Added MZ explosive ammo pistols
- Added Frost Rounds from Frost Munitions mod
- Added cheat codes :P

Bug fixes
- Mostly localization stuff (things seem to jumble up when same ammo pistol can exist as both Mag and Beam)
