[VJ] Hazmat Conscript SNPCs

-Added HLA Grunt dialogue to Hazmat Combine.
-Fixed TimeUntilReset.
-SNPCs with Black Mesa HECU VO will have there alert Dialogue changed when being alerted to VJ Creature SNPCs.
-Change some HoldAnims animations.
-Some other small changes.

-New stuff for alert animations.
-SNPCs can play taunt / cheer animations when getting a kill.
-Fixed OICW.
-Fixed UN Hazmat.
-Many more voice lines.
-Models use more citizen animations.
-Dodge system.
-SNPCs can now be gibbed.
-Moved Some SNPCs to different categories.
-SNPCs reduce all headshot damage by 50%
-SNPCs sight direction comes from the eyes now.
-Combine Hazmat should now have background radio chatter and both on off radio sfx
-Some more misc change.

-Added 2 new melee animations to all NPCs.
-Added more dialogue to the Combine Conscript.
-Added 1 - 3 chance for NPCs to spawn as a medic.
-NPCs can crouch and shoot while moving.
-Added regular Physflinch Animations to the NPCs.

-NPCS are now immune to radiation and poison damage and fire whilst also being unable to be ignited.
-NPCs have hitgroup flinching.
-Friendly conscript can turn hostile when to much friendly fire occurs.

-Fixed relationships with "Hazmat Conscript" between rebels.
-Instead of replacing the VO of the "Combine Hazmat Trooper" with the black mesa marine voices lines, I made a separate SNPC with the voice lines.
