Ferris wheel chairs added (earlier than expected!)

- Added a new, unfinished ride - the ferris wheel. It has a control booth and a lever, the wheel spins and the frame is sturdy. All it needs is chairs.

- Added some scenery.

- Scaled lights used for player on-ride positioning to 0.
