Mostly a visual gamefeel update.

- Visual dust added to most grounded moves
- Moved Shiny to be the second alt
- Said shiny's Will-o-Wisp colors are now based on Will-o-Wisp's colors in the Gen 3 games.
- Added 3 new alts: Polteageist, Sinistcha, Flutter Mane

Fixed an error with the HUD display's coloring.

= Fixed bug where using F/Uspecial did not reapply pratfall if successfully using F/Uspecial through wisp the first time
= Fixed bug where using Up Special while in the air.

[Forward Special]
= Goes off ledge while moving. Stops at ledge during endlag
= No longer goes into pratfall if starting Fspecial from the ground

[Forward Tilt]
= Last hit applies 1 curse tick

[Up Strong]
- Decreased Extra Hitpause on Tipper Hitbox 25 -> 0
+ Increased Tipper Hitbox Scaling 0.8 -> 0.9
= Tipper no longer pulls Mimikyu upwards on player hit
