Adds a new game rule

Invite Debutantes - Congenital Traits:
Guaranteed - Debutantes will always come with a positive congenital trait.
Half Chance - Debutantes have a 50% chance to come with a positive congenital trait.
Vanilla - Debutantes do not have any extra chance to come with a positive congenital trait.

Debutantes will now always come with at least 1 positive congenital trait. Debutantes will also never spawn with any negative congenital traits.
