Added Recycle cans recipe, Lvl 1 Metalworking. Requires welding mask & propane torch. 30% chance to get Aluminum or Scrap Metal, grants 10xp per can, 5xp bonus if 30% roll was successful.

Base game pops & beers don't spawn anymore. Re-wrote the entire thing, removed post1993 drinks and modoptions dependency.
