change "NCO" now he have a Flare Gun

FOR ALL MISSIONS (not Dubvoka) NEW NCOs (standart Wehrmacht_Squad) with Flare Gun.

other NCOs have Flaregun too but not in all missions. (i work on it)

changes on the night weater. now it is not more so dark.

changes on the GD squad in the Vitebsk Mission. I use a new "tag" . I hope the bikes comes now better on the map and they drive better together. (untested)
