-Countries with Void Dwellers, Shattered Ring or Life-Seeded Origin will get unique starting bonuses, now they will not be too weak for lack of colonizable planets.
-You can set the presence or absence of each imperial institution at the beginning.
-The flag of the Galactic Empire from the vanilla game can be used in the Empire Designer.

-Reduced fleet spawns at the beginning to avoid them exceeding fleet capacity.
-The initial build speed bonus is extended to ten years and provides a population growth bonus.
-Fixed some small problems with initial resource gifting.

-You can now freely define the initial tech level, from T2 to omniscient.
