Big big changes.

graphical culture now properly adjusts for shipsets
machine/hive districts now provide 3-4 jobs (down from 5)
arcology districts no provide 6 jobs (down from 10)
arcologies now have special resource upkeep
machine and hive districts are now more expensive
added administration and relgious districts to arcologies
colony designations have been created for all district sets
added technology requirement
added deposits to moons (currently only works for one moon)
added shipsets for aquatic, imperial, lithoid and necroid
removed terraforming

Deleted 2000 lines of superfluous code and created a derpy feedback loop. By popular demand, I also added an amenities buff. It's me. I'm popular and I demanded it.

Fixed event polling for the orbital trade deposit so it no longer fires every single day. Will now only fire on planet class change. If there's anything else that removes all the deposits someone let me know and I'll look into fixing it for that too.

Whoops. Orbital trade deposit was firing every day even without a ringworld built. Should be fixed now >.<
