Added Character Template configuration to all possible recruitment projects.

Added function to auto convert all redundant captive templates (and remove them after tactical), in addition to hiding the EXVENT Interrogation/conversion research templates.

Fixed Loc, and made it so rank isn't gated behing Force Level.
