* Because I can't think of any justification for it. I am removing the crime reduction of the Deluge Machine on Ocean Worlds.
* Putting a Star Eater in orbit around a star will apply a minor fear effect to every colony in the system.

* Removed the double application of crime reduction
* Added a minor -5% happiness to some of the fear effects and weaken the stability of the divine enforcer.
