Removed logic which prevented the Randoman from buying body armor if they weren't already given it
- This logic was causing shop desync problems in some configurations

Fixed error causing Randoman to not be able to buy events on dedicated servers

Randoman:
- Added Future Proofing and Black Market Buyout to the list of blocked randomat events while there is a Randoman
- Added the ability to specify events that will always be in the Randoman shop
- Changed Randoman to have the radar in the shop, like all the other special detectives
- Changed Randoman shop to always have "What did I find in my pocket?" available if the beggar role is enabled
- Fixed events that are blocked by event history still being chosen for the Randoman shop even though they can't be started
- Fixed errors when the string convars were empty
- Removed "credits" from the banned randomat convar default since it is now blocked in-code instead
- Renamed "ttt_randoman_guaranteed_randomat_categories" to "ttt_randoman_guaranteed_categories" to reduce the length slightly

Santa:
- Added Future Proofing to the list of blocked randomat events while there is a Santa

Changed Randoman shop to:
- Show extended descriptions for events if they are available
- Show event categories if they are available
- Show an icon based on the assigned categories for an event, making them easier to differentiate
- Always have at least one event from a configurable list of categories (defaults to biased_innocent,fun,moderateimpact)
- Remove the "custom item" icon from events

Changed santa to block the Black Market Buyout Randomat event because it breaks the Christmas Cannon

Changed communist manifesto to immediately unfreeze targets when they are converted
