nerfed the last nerf a bit
only change is for Alert Level 0-2 where units will have 1 HP more

Complete Rework of Perks
fewer Perks
it should now be totally impossible that the same perk gets put on any unit more than once
using \\ for better readability

This change nerfs the enemies considerably

a few new abilities

pre prepared though, soon Dynamic Enemy Creation will be reworked, and after that Evolution will be too. That should lead to an even more interesting experience with more themed Perks.

if you use Weapon Skin Replacer all your soldiers, Reapers, Templars Skirmishers and a few other things should no longer have the Perk "Disciple of Gol-Goroth). If you want to add that for other things you can see how it is done. Don't remove it from Enemies though as it is needed for everything Evolution does

nerfed Evolution
Stats Abilities Part is gone, many people complained it gets too tough
for the true toughies i left the old configs as "backup" there
