Fixed bug in the rubber-banding calculation.

Added a player only setting.

Removed small nations from the rubber-banding calculation as they will never catch up (under 3 planets and less then 6 systems).

Fixed bug where released nations were not correctly receiving the rubberbanding. You can continue playing ongoing saves and they will correctly update at year tick

Ability to change settings after game start

This update might break on going saves.
Steps to fix:
1. Type "effect set_country_flag = TR_host" into console
2. Go to edicts and select TR settings
3. Ensure all settings look okay
4. Click Confirm. Everything should update correctly on year tick
