Feudal governments now incorporate partial administrative mechanics, allowing moderate semi-bureaucratization.
Added a unique population-based levy recruitment system.

2 ​Economic System Rebalance​
Removed exorbitant maintenance fees.
Increased penalties for high tax rates to balance economic incentives.

​3 Adjusted Administrative Imperial Mechanics​
Administrative emperors with low legitimacy can now be targeted by independence or dissolution factions.

4 ​Manpower System Overhaul​
Refined manpower mechanics: Both unique feudal levies and men-at-arms now consume significant manpower.
