Removed one of the assets that CA used for too many UI elements and it looked out of place.

Changed banner under city name, the one that shows gold income, public order, corruption etc.
New one is neutral colored, so positive or negative public order is easier to notice at a glance, especially negative, since it was red text on red bg in vanilla.

Changed turn counter for:
Build turns (green), Demolish (red), recruitment (green, orange, blue(global)), Build screen turn counter (dark green)
Changed city name background banner.

Other elements of the UI may be affected by these changes since game can use same assets for them. Fixing this is possible trough ui xml but it will make this mod less compatible with other UI mods.
