This is an experimental update

- Several war-related rules have now been baked in if Dynamic Ranks is enabled:
> - Wars can only be declared on AI after your rank's war date
> - Wars can only be declared on players after your rank's war date or Jul 1937, whichever is later
> - Wars that can/will lead to a Major vs. Major war can not be declared before Jul 1939
> - If factions are over limit by at least 2 points, wars can not be declared
> - If a country has been attacked in the last 6 months, war can not be declared (dogpiling)
> - Wars can not be declared on any civil war belligerents, unless you're POR/FRA using the Spanish intervention focus and only then after 6 mo.
> - Wars can not be declared if you have switched to an AI country and it's rank hasn't been calculated yet
- Some faction-related rules have now been baked in if Dynamic Ranks is enabled:
> - It is no longer possible to invite or ask countries to join factions if it will cause the faction to go over limit
> - It is no longer possible to invite or ask a major to join factions if there are already at least 2 majors in the faction
> - Can not join or be invited if you have switched to an AI country and it's rank hasn't been calculated yet
- Independent AI are now weighted at 1 point and subjugated AI are now weighted at 0.25 points if Dynamic Ranks is enabled
- Dynamic Ranks has received a lot of polish, including better events and ranks now calculating almost immediately
- Border wars via State Interactions have been disabled for now

- Border War State Interaction is now no longer allowed on capital states (enforces rule banning BW on last state)
- Remiliterisation State Interaction is now only allowed after Jan 1st 1939 if the ruleset game rule is enabled (enforces rule banning remilitarisation before this)

- Colour changes in Europe and China, with a few extras sprinkled in
