-(BIG)added four new national ideas groups and rebalanced the current ones
-(BIG)added a host tool for host-to-state transfer, annex, puppet, give or take civ/mils
-finished removing Italy to not puppet them to Germany
-Added Polish Game Rule to set the balance for Player or AI
-Added Polish Game Rule to force player Poland down Hist Path
-removed starting equipment from the Poland hist file and moved it over to on action file
-lowered peacetime training to 30% army training time (from 50%) to prevent the army training factor from going over 100, which breaks the game.
-reverted Greece's bedrock of Balkan stability focus to vanilla numbers
-fixed air ideas for SAF
-fixed Belgium air bonuses
-fixed Finland doctrine bug
-reduced focus time on various Bulgarian focuses
-removed exclusive locks for Greece
-fixed Hungary doctrine bug
-removed locks on Romanian focuses and lowered the time for a few
-lowered starting Poland arty
-increased just time on leadership cult from 20% to 25%
-removed cas from siam
-nukes now lower manpower less
-reduced baltic focus times
-reworked german economic advisors and ideas (one designed for civs and one for mils)
-re-added captain of industry to Germany(goes away at sudatenland)
-Japan can now have a democratic referendum and skip the civil war
-changed lengths on a few generic focuses
-Scandinavia formed changed from debuff to buff
-Canada focus length shortened
-fixed some south American ai's to make divs/factories
-56 Spain tree changed values

-moved statism from eco law to idea (like vanilla)
-removed tension limit for ideologies to join factions
