Change #1 - Dark Events should no longer be able to buff XCOM

Fix for a Conflict with a unknown Mod that was breaking the Betrayal Dark Event. Added configurability to the chances of Betrayal Missions spawning as well.

Dark Event: Blood Tide no longer shows up in an Unit's Abilities list, to fix the issue where it would show even when not active.

Added Configurability to Veteran Crew

Veteran Crew now respects the pre-defined Soldier Class on Veteran Soldiers drawn from the Character Pool. If not defined, or the Soldier is defined as a rookie, it will choose a class that is not present in the armory, or one that there are not many of.
