Added Boathouse spawns for Germany, PEI, Washington, and Russia.

Spawns locations are somewhat bugged due to the size of the boathouse and the spawn location. I'm seeing what I can do to fix it, but it could come down to just not being able to modify map spawn locations.

A Carjack or Skycrane may work for getting the boathouse free ¯\_(ツ)_/¯
