Minor update for patch 5.2.

Update for post patch cleanup and fixes.

Changes:
- 'Plague Rush' trait; "Speed for all units"-bonus removed, "Vanguard for Plaguebearer units"-bonus added, thsi is to better fit with its vanilla efects and to keep more balanced.

Update for minor fix to Caravan Master trait effect scopes and effect bonus.

Update for additional adjustments to Caravan Master traits and to fix effects with wrong scopes set.

- All 'Caravan Master ' starting traits have recieved additional bonuses.

- Skaven trait 'Sneaky' has had its effect scope corrected to no longer unintentionally affect the entire army.

- Several traits with "enemy public order" effects have had the effect increased slightly in strength.
