slightly shorter delay for tfa weapons

hopefully eradicated double reloading in some weapons (mainly arc9) and not reloading in others (pretty much all of tfa)

added check for holding +attack3

more reliable, avoids "double-reloads" better

no more autoreloading if no spare ammo

you now have to let go of primary and secondary fire buttons for autoreload toi kick in

added support for CW2 akimbos (moka's cod packs as reference)
