///Comments: Fspecial changes are to accommodate an angle that matches the animation but is stronger, the hitpause change will feel the same for the opponent, what it does is let the opponent travel further for about 3 frames while wally is in hitpause, why? Because wally can follow the opponent in hitstun after it hits, the extra distance will give more room to adapt for whatever will come at the opponent, it may vary with weights.

- Drain cooldown decreased 180 > 120
- Fspecial static gain adjusted slightly

///Comments: I really disliked increasing endlag here but it was necessary, now Uspecial Grounded will be a more useful tool to pull people around and whiff into other stuff. Nspecial pull will remain useful in combos as its pull startup is much faster
