Mechbays now increase an empire cap of mechs that can be active.
To increase caps, build more mechbays on more colonies, and/or upgrade them.
The number of mechs active will be increased when a mech is built.
The number of mechs active will be reduced when a mech is destroyed.
These changes are not retroactive - start a new game.
