Fixed an issue with the Offmap Chapter events firing even when the chapters are, in fact, on the map.

Still a Known Issue that FOD seems to overwrite the BOS focus tree. That doesn't really make sense since all the map mods do it, so let me know if you aren't having that problem so I can figure out why some people do!

Updated to support the Map Expansions ECR,RR,and FOD. Been sitting on this for a while! Thank you to the map modders for including those is_active flags in your latest updates, and Canadian Lemur for developing the original compatibility patch!

-Fix research advisors not appearing due to main mod technical change

-Added secret beta option to add other brotherhood nations to the Ledger. Please report weird nations being available there! If you're not sure if it's working, turn on Debug Mode - you should see an option for the NCR.

-Changed Consider Aid's mercenaries to be spawned directly in the target's capital after a few weeks delay. Mercenaries sometimes could not walk to a Chapter, so this compromise is needed.

-Fixed the cancel effect not returning Scribes or Paladins for the decisions to help Mojave and the Maxson Chapter. The HOI4 devs broke this!

-Changed Paladin Recall to clarify it returns the spent manpower.
