Moved the mod from overwriting vanilla army files to standalone GC army files. Should not have any noticeable impact in gameplay but is a cleaner implementation and should help avoid any conflicts with other mods that add armies so long as they don't mess with the Assault Army.

Implemented mechanic where industrial units require at least 1 industrial district on a planet in order to be built.
