numerous bugs with water source identification, everything should be a lot more stable now :3

added weighted chance to have a water container spawn completely empty
added support for Water Dispenser mod
added support for vanilla water dispensers
added rudimentary support for pre-shutoff worlds

FIXES
fixed bug where objects like bathroom stalls or paper towel dispensers would allow the player to drink from tainted "natural water sources"

MISC
tweaked default water level rates
