Did a small bit of changes here.


* Increased leader base amount to 8.
* Increased maximum leader skill cap to 20.
* Allowed leaders to have up to 4 base traits - I would like to know if this can be set to only one or two civics
* Allowed leaders to have up to 5 veteran traits - see line above
* Empire base sprawl 150
* Allowed non-paragon leaders to continue gaining traits past level 10.
* Once you select a pony civic, it will hide all the others. No more heavy scrolling grayed out civics.

I also made changes to some of the civics. I plan on making more changes in the next few weeks.

* Influence cap increased for Unified ( hidden )
* Food/min/energy/unity pop multiplier changed to country multiplier ( Starlight )
* Reduced above multipliers to .08 for the main 3, .2 for Unity, also reduced exp gain from .10 and .15 to .05 and .12
* Energy/Engineering pop multiplier changed to country multiplier ( Pegasus )
* Increased Energy storage capacity ( Pegasus )
* Food/Soc pop multipler changed to country multiplier ( Earth )
* Increased Food storage capacity ( Earth )
* Research pop multiplier changed to country multiplier ( Unicorn ), yes this double dips %s.
* No changes to Lings ( but I think they need them )
* Starbase hull is now increased by .1 ( in addition to damage multiplier ) ( Griffon )
* All three defense platforms had their upkeep reduced by .3 to encourage building and forgetting. ( Hidden, Griffon )
* Unity pop multiplier changed to country multiplier ( Crystal ponies ..also will likely need a wifflebat )
* Alloy/Min pop multiplier changed to country multiplier ( Will add to mineral and alloy storage later at minimum ).
* Reflings shocked me in how different they were from Lings...also need to make a hive version.
* Alloys pop multiplier changed to country multiplier ( Storm Kings )
* Storm kings gained local trade protection to make it so you don't cry because you forgot some far off starbase in bumhoosicksville. ( Hidden )
* Kirins probably need a wiffle bat too but are unchanged.
