Added compatibility for two popular Preserve rework mods: p0kiehl's and Leugi's.
Havens built adjacent to the preserve when using these mods will no longer use the basic preserve's yields when using either of those mods.

Havens can no longer be built adjacent to each other.
Haven tourism readjusted to be equal to the Appeal of the tile they are on.
Haven housing halved to 0.5 Housing per tile.
Havens can only be built on tiles with a minimum of 0 Appeal.
