Fixed a bug with Blank Rune, Wild Card and Echo Chamber caused by the recent update

- Added a random delay up to 30 frames on announcements for extra Antibirth authenticity
- The same card now cannot be announced within a 30 second period
- These changes should make this mod 100% accurate to the original Antibirth announcer

- Added a Horde of Leathers option by request that lets Leather's announcements play over each other
