minor bugfix

nerfs:
- Maximum Ftilt Beam length made smaller (I dont know how to describe how much smaller it is but originally its max length was 350 and now its 250)
- Ftilt Beam lifetime lowered, 60 -> 45
- Ftilt's finisher is now only created if Ftilt connects fully
- Dtilt startup increased, F6 -> F8
- Jab/Nair kb scaling reduced, .65 -> .4
- Jab/Nair cooldown increased, 45 -> 80
- Fair startup increased, F10 -> F12
- Bair startup increased, F13 -> F15
- Increased percent needed for the Ghost to kill a player, 90% -> 110%

Fixes:
= Taunting on respawn plat no longer gets rid of the background of the truck
= Added Bar-Kun SSL vfx
= Ironed out invincible bug with the ghost article
= Cleaned up old code

Ghost Rework:
- Ghost can now target Phasmo himself
- Ghost no longer follows Phasmo directly. Movement is based on RNG.
+ Ghost now lasts twice as long while not trapping a player
+ Ghost now travels slower when a captured player is below kill percent and faster when they are above
+ Ghost radius increased
