Fixed an issue with a bad entry that was causing a CTD when the unlocker wasn't enabled.

Fixed issue with Torgovann's rites not being exclusive to him and instead everyone and their dog in the old world learning the rites of the forrest!

Added in some skills for Torgovann

Added Empire, Bretonnia and Wood elf to have SFO agents
