Patch 1.3:

Patch 1.2
-The Prefect's Conceal Carry Sheath now gives +2 DMG and +999 ACC to the Ruler instead of +DODGE and +SPD
-The Silencing Dagger has had its +999 ACC removed and DMG bonus reduced from +6 to +2.
-The CC set bonus when both are used together is now +5 SPD rather than +Armour Piercing.

After some testing, it's been found that the Silencing Dagger was much, much too strong for it's own good. This patch serves to essentially split its buffs into two separate trinkets, making the Conceal Carry Sheath a much more attractive option and making the two trinkets in the set actually synergize with one another.
