Major update.

Changes:
- updated less lethal armed guard engagement logic
- the less lethal armed guard should be more responsive
- less lethal ammunition can result in fatality when fighting a very badly injured inmate
- the less lethal armed guard now visibly/audibly reloads the rubber bullets
- fixed the bug where the less lethal armed guard would sometimes shoot through walls and doors (or at least greatly reduced its occurrence...)
- fixed the bug where the less lethal armed guard would "panic" when being fought by multiple inmates
