bit of an overhaul

- Using an entirely different model pack, with a little more creative options.
- Playermodels, because the model pack had 'em.

- Everyone except medics can throw grenades at people.
- Medics now have a cleaner uniform, and no longer 100% abide by masking standards
- Brutes can also throw landmines.
- Rebels can finally fight aircraft.
- No more "regular citizens"

bugfix regarding refugees

- Resistance Agents now exist, using jackets, an assortment of bags, small arms, and a tendency to sneak up on people.

- Resistance Brutes are no longer scared of things.

- Retreat system has been updated to probably work with non-HL2 NPCs.

- Medics have satchels (more uniforms?) and a chance to spawn with revolvers. Medics also no longer flank to avoid messing with their healing system.

- NPCs should reload properly.

- Rebel NPCs move around enemies constantly, giving them the ability to flank enemies and simultaneously run and shoot. This might cause slowdown in large numbers, so... be careful?

- Rebel NPCs now also retreat from battle when injured.

- Refugees now have a chance to spawn with a stolen Stunstick. Refugees that start with either a Crowbar or Stunstick are now brave enough to actually use their melee weapons to club things to death.

- All combat-capable NPCs can now fight Antlions. Dunno why this wasn't in base GMod, but now it's here.

- Privileged Citizens, City 17 Citizens, and Regular Citizens now fear things that are clearly supposed to be dangerous. Only City 17 Citizens are still going to be targeted by these enemies, though.

- Masks are now part of an NPC's uniform, which should make Medics easier to spot while maintaining their freedom of outfit choices.
