- Small fix for an issue with the new manual race start

- Fixed surfaces fully (hopefully)
- Fixed lap counter not updating in the GUI
- Fixed the road vanishing in the start area
- Added the ability to toggle auto start and for the host to manually start the race.
- Fixed a bug and added more checks to prevent people cheating laps.
