- made compatible with my new conversion/refit costs rebalanced mod. due to this change engine xp cost is now 1 istead of 3.

- fixed bug where the exanded fuel tank did not cost the intended amount of XP, it now does (2).
- made it so that this mod only edits the modifiers it needs to instead of replacing the whole 'defines' file which should improve compatibility with other mods.

Lowered ship upgrade cost without Man The Guns expansion from 5 to 4 as I thought it was still a bit too expensive.
