Fixed major settlements in places that can't have walls like Norsca, magical forests, ogre lands and Pigbarter giving field battles instead of minor settlement battles. Also added minor settlement battles to Warriors of Chaos altars.

Nurgle's skaven detection building chain now gives a real garrison and gives walls at tier 3 and 4.
