Server settings can be saved and loaded manually

Improved the Anti-Stuck again. If you get a red chat message about SetABSOrigin you will have to respawn him, unfourtanely Gmod just blocks me out of coding anything there?
Also added an experimental ragdoll messup option in the settings and health regen per second.

Increased anti stuck aggresiveness

- Added setting to switch to legacy model
- Small fix regarding corpses despawning too quickly
