Big update!

- updated workshop pages to include general modifier changes
- (finally?) fixed that damnable hero bug
- Lord/Hero recruit pools will have *several* characters available for recruitment*

Lowered AI diplomacy budget, should prevent the AI from handing out 10k on diplomacy prompts when they want something

Removed strategic threat increase against players, diplomacy should be more viable now

Increased AI aggression on Medium and High. Medium should better reflect it being harder than vanilla
Fixed issue with higher and highest having AI stagnate sometimes
