Fix BESH passive not being transferable.

Fix Harold Passive destroying dice before her HP threshold is lower.

Give Railgunner the correct Speed I.

Buffed Impugnatio Ultima, it is now Olivier exclusive.

Nerf White Noise:

Run Through; Power gain lower to 2 from 3.

Mirage Slash: Lower max roll by 1.

Vertical Slash: Remove [On Hit] effect, gain 1 Strength on Amplify instead.
