Seperated the map and some level components into its own layer so the base map can be used again for more layers.

Changed WT_AT to WT_AT_Training
Added in popup targets to WT_AT_Training
Some slight optimization performed on WT_AT_Training

New Layer
WT_CE_Training - Training course for Combat Engineer for GMG events in the future. Layer features pre-placed HABs and FOBs, as well as showcases the different factions. Layer is under heavy work in progress currently.

First version of Wil's Training mod.

Moved WT_AT (Anti Tank) training course out of Wil's Layers into this mod.
