Baro update.

Restructured mod to fit LuaCs Assembly Loading PR. Preliminary support for Linux.

- Refactored Mod Structure.
- Added support for using QuickLootAll on bodies (Character).
- Added compatibility rules system.
--- Compatibility rules for vanilla welder, flamer and plasma cutter added.
- Fixed dual wield weapons both not reloading properly.

- Fixed dual wielded weapons reloading bug that stopped one of the weapons from being reloaded.
- Added compatibility rules for refilling the vanilla welder, flamer and plasma cutter.
- Added Hotbar to the list of targets for QuickLootAll.
- Removed LeftHand and RightHand when empty as targets for where to put items.

- Reloading
- Prioritizes Bag/backpack and hotbar before suits/masks.
- Only reloading 1-2 rounds for multi-ammunition tools.
