*Hotfix to clean up Uspecial 2's movement significantly, and hopefully remove those cases where Scratch & Bite would get caught on corners during the move.

Bit of a weird patch. Apparently, multiple changes from prior patches were undone at some point. The following changes are re-applying those older patches:

-Re-added "spinout" mechanic to the disk, where opponents can hit it to knock it away, instead of outright destroying it. Disks in spinout will linger in the air with no hitbox for a moment before despawning. Scratch & Bite will still be able to Uspecial to them, but they will not be able to spawn another disk while one is spinning out. Parrying the disk will also cause it to spin out after it reflects.
-Increased Fspecial cooldown after a disk is destroyed by means other than spinout (such as naturally despawning or hitting an opponent with Bite's Fspecial): 20f -> 40f
*Fixed Scratch's disk still being able to hit opponents who have parried it when their invincibility runs out.
*Fixed Uspecial 2 sometimes getting caught on the ledge when attempting to travel towards a disk.

The remaining changes are new to this patch.

*Increased Ftilt second hit's hitpause scaling (0.5 -> 0.8)
*Changed Ftilt second hit's sound effect to better reflect its kill power (sfx_blow_medium1 -> sfx_blow_medium3)
*Decreased Ftilt first hit's base hitpause (7 -> 5)

*Fixed the stats of Ustrong and Dair to allow them to show up on the Woodcock Frame Data buddy.
*Fixed Taunt having the wrong hurtbox when used immediately after Utilt.
*Fixed a bug where disks could fly in unpredictable arcs when the player swaps as they hit the ground.

+When USpecial's dash is cancelled by the disk breaking during the start of the move, it will not go into cooldown and they will be able to use USpecial's dash again. Note that this is is essentially just a fix for if they use USpecial on the exact same frame that the disk hit the ground.

+FAir startup decreased (11->9).
+FAir first hit bkb increased (4->6).
+FAir second hit kbs increased (0.8->0.85).
=FAir damage normalized (4 + 7 -> 5 + 6).
-FAir second hit startup increased (2->3).

-Scratch & Bite can no longer swap after the opponent parries a melee attack from them.

*(Hopefully) Fixed the characters' HUDS not properly showing up online.
*(Hopefully) Fixed an issue where Uspecial's dash would get caught on corners when attempted to go upwards over them.
*Fixed Dspecial not having a hurtbox.
*Fixed Dspecial assist hurtboxes appearing on the wrong side.
*The player will no longer slide off ledges when throwing out an assist with Dspecial.
