- Base literacy from wealth removed, now ported on technologies
- Rebalanced education laws to take into consideration changes on education access from wealth

- Japan starts with colonisation tech so it can colonize Hokaido/Sakhalin on time
- Russia, Portugal, Two-Sicilies starts with private schools to gets more education access for wealthy pops there
- Boers States starts with religious schools so they are not illiterate

- rebalanced education access from education institutions so religious schools is nerfed at high institution lvls, making private schools a more meaningful choice, and of course public schools being top tier
