Heavily optimised vanilla loading screens b/c staring at the ugly SD versions every time significant common file changes were made started getting tedious.

Added Real Space's magnetar star effects to the vanilla neutron stars, since they're actual magnetars.

- Increased system scales! Orbits cannot be elliptical sadly but at least orbits aren't as cramped.
- Ported "More Realistic Tiyana Vek," which adjusts the four gas giants in the system to be naturally orbiting the star. Tiyanki fleets are also spawned periodically, so they aren't endangered anymore.
- Fixed Venus's terraforming modifier to be for toxic worlds (oops).

Ported More Earth Textures!

Tuned habitats more so that:
- Flooded habitats rarely spawn if the habitat is visually aquatic.
- Regular habitats frequently spawn and advanced habitats uncommonly spawn.
- District blockers are variable enough to leave one to two districts initially open.
- When cleared, station blockers give 200 consumer goods if the Recycling Campaign edict is active.

Fixed error log warnings that weren't just complaints of something getting overridden.

Fixed rare atmosphere clipping on celestial bodies that should have it removed.
