New spec added

Scaremonger
===========
It is a primary spec centered around the heat mechanic of the Proficiency Skirmisher. I know primary Specs should usually add a new primary weapon. But i think the Heat Mechanic can count for that too. The Spec is deactivated by default. To activate it you just need to remove the ; infront of +PrimarySpecs=(Spec="SkvScaremonger". To use it really you will need Knox's Proficiency Plugin: Skirmisher Sentinel with it's dependances or you WILL miss some perks.

Fixed Harvester and Tinkerer
they were not doing what they should
for example: Tinkerer should have his protocols recharge, which did not happen

Caveat: Localizations is a bit jank
Big Caveat: you need to rebuild those soldiers if you want to use the correct behaviour

Never ask when you can take. Gain the Haywire Protocol ability when equipped with a GREMLIN or BIT secondary. Additionally, your Full Override ability gains a bonus charge.
